Congressman Barrett Votes to Strengthen National Security Laws

WASHINGTON, D.C. – As a strong supporter of national security, Congressman Gresham Barrett (SC, 03) today voted in favor of H.R. 6304, the Federal Intelligence Surveillance Act (FISA) Amendments Act of 2008, a long-term modernization bill that would strengthen the Nation’s intelligence capabilities. The bill passed the House, 293-129.

“It is imperative that we provide the tools that are necessary for our intelligence agencies to continue to do their work in order to keep Americans safe at home.  For over four months, our country has been operating at a disadvantage when it comes to identifying and stopping terrorist activity.  While delayed, this bill is a victory for our intelligence community and the American people.

“It is important to provide our Justice Department and intelligence officials the tools necessary to continue to effectively fight the war on terrorism. I commend my Republican and Democrat colleagues for agreeing on the legislation that will help protect our homeland while also ensuring that constitutional rights will not be compromised.

“Since FISA first passed more than 30 years ago, much advancement has been made in communication capabilities. The bill would modernize the Act to reflect changes in communications technology while protecting constitutional rights of American citizens,” said Congressman Gresham Barrett.

H.R. 6304 will allow federal district courts to determine if the patriotic telecommunications companies who assisted the federal government after September 11th should receive civil liability protection.

The Foreign Intelligence Surveillance Act (FISA) was enacted in 1978 to provide U.S. intelligence organizations with the tools necessary to conduct foreign intelligence surveillance within the United States.
